Passport Services
Effective April 8, 2002, American citizens residing or traveling abroad who require issuance of a U.S. passport will be issued the latest, state-of-the-art passport incorporating a photo-digitized image and other enhanced security features. U.S. Embassies and Consulates will achieve this goal by transferring the passport issuance function to a domestic U.S. passport facility. This will increase processing times at some U.S. Embassies and Consulates, but the Department is commited to ensuring that American citizens receive secure documents in a timely manner. American citizens are encouraged to apply early for renewal of expiring passports.
U.S. Embassies and Consulates will continue to issue passports in emergency cases. Such passports will be limited in validity, and cannot be extended. Bearers will be required, however, to exchange their limited validity passports for a full-validity photo-digitized passport upon completion of their emergency travel, both through passport facilities in the U.S. and U.S. Embassies and Consulates abroad.
First time applicants
To apply for your first U.S. passport, you will need:
- a completed passport application (
Form DS-11);
- an original U.S. birth certificate, Consular Report of Birth Abroad or Naturalization Certificate;
- photo identification (driver's license, ID card, etc.);
- two photographs (photo requirements);
- If the applicant is under sixteen, we also need the signature of both parents or Statement of Consent of Issuance of Passport to Child Under Age Sixteen (
Form DS-3053) and all minors must visit the embassy in person;
Children under sixteen must have the consent of both parents before a passport can be issued. If a parent cannot be physically present at the time the passport application is submitted, a signed Statement of Consent of Issuance of Passport to Child under Age Sixteen must be submitted together with the passport application. The statement giving the non-appearing parent's unconditional consent to the issuance of the passport has to be in English and must be notarized before a notary or a U.S. Consulate abroad.
Passport fees:
- For an adult - $100
- For a child (under 16) - $85
Passport renewal
To renew an expiring U.S. Passport, please present:
- a completed passport application (
Form DS-82); for children below 16 - a completed application form (
Form DS-11);
- your expiring passport;
- two identical photographs; (photo requirements)
- If the applicant is under sixteen, we also need the signature of both parents or Statement of Consent of Issuance of Passport to Child Under Age Sixteen (
Form DS-3053) and all minors must visit the embassy in person;
Passport fees:
- For an adult - $75
- For a child (under 16) - $85
Lost or stolen passports
To apply for a replacement of a lost or stolen passport, you should present:
- a completed passport application (
Form DS-11 and
DS-64);
- a report from Latvian police or a report from the Lost and Stolen bureau located at Aspazijas Blvd. 7 in Riga with details about the passport theft or loss;
- proof of U.S. citizenship (U.S. birth certificate, previous passports or naturalization certificate);
- photo identification (ID cards, drivers license, etc.);
- two identical photographs. (photo requirements)
- If the applicant is under sixteen, we also need the signature of both parents or Statement of Consent of Issuance of Passport to Child Under Age Sixteen (
Form DS-3053);

Passport amendments
Customers requesting name changes, extension of validity for limited passports, or correction of a printing error need to apply for replacement passports.
Effective September 26, 2005 valid passports no longer will be amended. Instead, customers requesting name changes, extension of validity for limited passports, or correction of a printing error need to apply for replacement passports.
If the change is within one year after issuance, you need to submit a U.S. Passport Re-Application Form ( DS-5504), together with the passport that needs the change, the documentation required and new passport photos. There is no charge for this service.
If the change is more than one year after issuance, you need to submit an Application for U.S. Passport by Mail ( DS-82), together with the passport that needs the change, the documentation required and new photos. The passport amendment fee is $75.
Additional pages may be added to a valid U.S. passport. You need to submit an Application for Additional Visa Pages ( DS-4085). This service is always free of charge.
